The Official OC-10 Authorization List is a list of individuals, including their titles, who are authorized to borrow and/or pledge/withdraw collateral as specified in the institution's Authorizing Resolutions for Borrowers.

FR 2046: Selected Balance Sheet Items for Discount Window Borrowers
The Federal Reserve collects balance sheet data from Discount Window borrowers on the FR 2046 to monitor Discount Window borrowing. Borrowers report six data items: total securities, federal funds sold and resale agreements, total loans (gross), total assets, total deposits and federal funds purchased and repurchase agreements.

This document serves as confirmation of your organization’s authority to establish an electronic connection with the Federal Reserve Banks and identifies the individuals who have the authority to take actions that bind your organization as they relate to your use of the electronic connection to submit reports and other data to the Federal Reserve Banks. The individuals identified on the Authorization List will be able to transact business related to the Reporting Central function and provide instructions to the Reserve Banks related to the use of FedLine Solutions, and must be authorized to agree to the electronic access terms and conditions contained in Operating Circular 5.

This form gives the EUAC authority to designate authorized individuals (Subscribers) to access the Reporting Central application using the FedLine Web Solution. When we receive the completed End User Authorization Contact Form, a credential will be issued to that EUAC. The EUAC will use the FedLine credential to access the EUAC Center, which enables the EUAC to submit Subscriber requests, reset FedLine Subscriber passwords and access Subscriber reports and FedLine documentation once credentials have been issued to your organization's Subscribers.

An organization's EUAC should submit a separate Subscriber request via the EUAC Center within FedLine Home for each individual who will be authorized to access the Reporting Central Services. The Subscriber request authorizes the Federal Reserve Banks to create a credential granting the Subscriber access to the Reporting Central Services indicated within the request.
NOTE: The EUAC will receive an acknowledgement email from the Federal Reserve confirming the receipt of the request.

Step 4: Set Up Report Access

Federal Reserve Bank Subscriber Access Request Form for Reporting Central (Form RC-1)
This form gives the EUAC authority to designate authorized individuals (Subscribers) specific report series access using the Reporting Central application. You can request access for all reports for which your organization is responsible using one form per Subscriber per legal entity. However, you can submit a spreadsheet if a Subscriber needs to request access to submit reports for more than 10 legal entities. Please note that you will not be able to access all reports you select on the form until the reports have been made available within the Reporting Central application. Once you have been granted access to a specific report series, you can simply logon to the Reporting Central application to key in your data or report file uploading.

Federal Reserve Bank End User Authorization Contact (EUAC) Designation and Authorization Form for FedLine Web Services and Other Business Applications
This form gives the EUAC authority to designate authorized individuals (Subscribers) who should be issued credentials to enable them to transact business using the FedLine Web or FedLine Advantage® Solutions. When we receive the properly completed End User Authorization Contact Form and perform applicable due diligence, a credential will be issued to the EUAC. The EUAC will use the FedLine credential to access the EUAC Center, which enables the EUAC to submit Subscriber requests, to reset FedLine Subscriber passwords and access Subscriber reports and FedLine documentation.
NOTE: A separate form must be submitted for each individual that will be designated as an EUAC. An individual listed as an “Alternate EUAC” must also be separately designated as an EUAC. This form must be signed by an individual listed on your organization's Official Authorization List (OAL).

Federal Reserve Bank External Subscriber Request
An organization's EUAC must complete a separate Subscriber request for each individual who will be authorized to access a FedLine Solution. This online request authorizes the Federal Reserve Banks to create a credential granting the Subscriber access to the Federal Reserve Financial Services indicated within the request. NOTE: The End User Authorization Contact (EUAC) will receive an acknowledgement email from the Federal Reserve Banks confirming the receipt of the request.
