Non-Receipt Claim (NRC) - Used by the U.S. Department of the Treasury's Bureau of the Fiscal Service to request that the receiving depository financial institution (RDFI) provide information needed to resolve a claim of non-receipt for a federal payment.

Depository financial institutions (DFIs) are not able to originate an NRC with the Federal Reserve Banks. If an NRC case type is originated by a DFI, it will be cancelled and the DFI will be notified.

Full-Service and Partial Service Participants* are able to respond to NRC cases received through the Exception Resolution Service. If you receive an NRC from the Federal Reserve Banks, you should respond within 3 business days of receipt and provide the required information. The case will automatically close after 10 business days.

Required Fields

Information about Non-Receipt Claim (NRC) required response field names. Account holder information is being requested, and may be disclosed, under the authority of 12 USC 3413 (k) - Disclosure Necessary for Proper Administration of Programs of Certain Government Authorities.
Field Name Field Description
Contact Name The name of an individual who could be contacted regarding the submission of the exception response.
Telephone Number / Extension The telephone number of the Responder; to be used if there was a question regarding the exception response.
Response Code The classification provided by the Responder on the response message in order to identify the results of the request.
Account Balanace* The amount of funds remaining in the account.
Account Holder Name* The individual or company whose name is on the account.
Address 1* The primary address information for the account holder (includes house or building number and street name).
Address 2* The secondary address information for the account holder (apartment, unit or suite number), if applicable.
City* The city of the account holder’s address.
State* The two-character abbreviation for the account holder’s state or U.S. territory.
Zip Code* The zip code of the account holder’s address.
Phone Number* The phone number for the account holder.
SSN* The account holder’s Social Security Number.
BIC ID* The beneficiary identification code associated with the claim, if applicable.
Notes* Free text from the responder to explain the case/resolution/status or update.

*These fields may be optional depending on the Response Code selected. Refer to the prompts within the FedACH application or the FedACH Exception Resolution Service Interface File Specification document. If the item was misrouted or the payee does not match, then return funds with a Return Reason Code of ‘R06’ (Returned Per ODFI’s Request). Provide the date and method of return in the Notes field.
