As a result of the U.S. Department of the Treasury’s decision to end production of the U.S. penny coin, the Federal Reserve is communicating to customers anticipated changes to penny ordering and deposits as certain coin distribution locations run out of inventory.
FedCash® Services continues to operate as normal for all other cash and coin activity.
Frequently Asked Questions about Penny Deposits and Orders
The Federal Reserve is committed to facilitating the acceptance of penny deposits from banks and credit unions. Beginning on Jan. 14, coin distribution locations providing services under arrangements with the Federal Reserve, including some which had previously suspended this service, will be accepting deposits of pennies. Our monitoring of the flow of penny deposits from financial institutions as these changes take effect will determine whether some subsequent expansion of ordering options for pennies is feasible, given that penny production has ended.
- What is the Federal Reserve's role regarding penny distribution?
The Federal Reserve’s role for coin is limited to distribution, while the U.S. Mint is responsible for coin production as the nation's issuing authority for coins. On behalf of the U.S. Mint, the Federal Reserve Banks distribute coins to banks and credit unions. In turn, these financial institutions and armored carriers provide coins directly to individuals and businesses. The Federal Reserve does not provide coins directly to businesses or consumers. - Is the Federal Reserve still accepting deposits of pennies?
Yes. The Federal Reserve is committed to facilitating the acceptance of penny deposits from banks and credit unions. Beginning on Jan. 14, coin distribution locations providing services under arrangements with the Federal Reserve, including some which had previously suspended this service, will be accepting deposits of pennies.
- Can the Federal Reserve offer guidance to businesses on rounding?
No. Rounding guidance is outside the scope of the Federal Reserve. The Federal Reserve’s role is to distribute coin from the U.S. Mint to banks and credit unions on the U.S. Mint’s behalf.
- Did the Federal Reserve stop making pennies?
No. The Federal Reserve does not produce any coins, including the penny. The U.S. Mint issues coins and is part of the Department of the Treasury. In 2025, the Treasury announced that it ended penny production.
- When will customers find out that the endpoint they use to order pennies is connected to a coin distribution location that is not fulfilling orders of pennies on behalf of the Federal Reserve?
The Federal Reserve is working with coin terminals to analyze penny inventory on a weekly basis and will continue to fulfill orders of pennies as inventory allows. Our monitoring of the flow of penny deposits from financial institutions will determine whether some subsequent expansion of ordering options for pennies is feasible.
Customers whose endpoints are connected to a location that does not have available inventory to fulfill orders of pennies on behalf of the Federal Reserve will see error messages in the FedCash Services application via the FedLine Web® or FedLine Advantage® Solution when attempting to place orders that use the affected endpoint and contain the penny denomination. Federal Reserve Bank customers should regularly check the FedCash Services application for further details and updates about these error messages.
- Are there best practices for placing orders of pennies using the FedCash Services application via the FedLine Web® or FedLine Advantage® Solution?
If customers see error messages in the Place Order and File Upload areas of the FedCash Services application while attempting to place orders that contain the penny denomination, that specific endpoint is connected to a coin distribution location that is no longer fulfilling orders of pennies.
Customers may create and submit their orders for pennies separately from their orders for other denominations, especially when placing large numbers of orders close to an ordering deadline using the File Upload feature. There are no additional charges or fees associated with placing orders for pennies separately.
If a customer receives an error message while trying to place an order that contains the penny denomination, they should remove pennies from the order and resubmit it. They can also try ordering again using a different existing endpoint they already have access to. If a customer is unable to place an order for pennies using any of their existing endpoints, they will need to explore alternative solutions for acquiring pennies.
