Effective October 28: Amendments to Operating Circulars 3, 4 and 5

Effective October 28, 2024, the Federal Reserve Banks will amend Operating Circulars 3 through 5. Important changes are highlighted below. Please note this is not an exhaustive list of all amendments.

Operating Circular 3, Collection of Cash Items and Returned Checks The terms under which the Federal Reserve Banks will expand the FedDetect® Duplicate Treasury Check Notifier Service, which, as part of the expansion, will now be known as FedDetect Duplicate Notification for Check Services.
Operating Circular 4, Automated Clearing House Items The removal of the Exception Resolution Service appendix, which is being updated and moved to Operating Circular 5.
Operating Circular 5, Electronic Access The addition of a new appendix that states the terms applicable to access and use APIs that are made available by the Reserve Banks, and a new appendix that states the terms under which the Reserve Banks provide the Exception Resolution Service. General updates to various provisions within OC 5 are also included.
