  • Settler Agreement (Operating Circular 12(PDF), Appendix A)
    Each settler in a settlement arrangement must complete the Settler Agreement. By completing the agreement, a settler agrees to the terms of Operating Circular 12, authorizes the Federal Reserve Banks to debit or credit the settler’s master account as provided in Operating Circular 12, and designates a settlement agent. A settler may also agree to settle balances on a settlement file for one or more participants in the settlement arrangement. The agreement must be executed on the settler’s letterhead and signed by an authorized individual on the settler’s Official Authorization List (OAL) currently on file with the Federal Reserve Banks using an ink signature or an electronic signature that is acceptable to the Federal Reserve Banks. The settlement agent is responsible for collecting a signed agreement from each settler in the settlement arrangement and submitting each agreement to the NSS Central Services Support Staff (CSSS) at CSSS.Staff@NY.FRB.ORG.
  • Settlement Agent and Security Agreement (Operating Circular 12 (PDF), Appendix B-1)
    The Settlement Agent and Security Agreement is used by a settlement agent to inform the Federal Reserve Banks that it has been designated as a settlement agent, agree to the terms of Operating Circular 12 and its appendices, and choose one of the security procedures offered by the Federal Reserve Banks. The agreement must be executed on the settlement agent’s letterhead and signed by an authorized individual on the settlement agent’s OAL currently on file with the Federal Reserve Banks using an ink signature or an electronic signature that is acceptable to the Federal Reserve Banks. The settlement agent must complete and submit the signed agreement to CSSS at CSSS.Staff@NY.FRB.ORG. In addition, the original document must be mailed to CSSS at Federal Reserve Bank of New York - EROC, 100 Orchard Street, Fedwire Operations — 1st Floor; East Rutherford, NJ 07073.

NSS 01: Fee Settlement Authorization Form
The Fee Settlement Authorization Form is used by a settlement agent to designate a financial institution to settle Federal Reserve Bank fees on behalf of the settlement agent and the settlement arrangement, including FedLine® solution electronic access fees and NSS fees. The form must be submitted by the settlement agent in accordance with the instructions in the form.

NSS 02: New Settlement Arrangement Information Form
The New Settlement Arrangement Information Form is used by a settlement agent to establish a new settlement arrangement with the Federal Reserve Banks. This form is used by CSSS and the Wholesale Testing Services team to create a profile for the settlement arrangement in the NSS test environment or both the NSS test and production environments. The form must be submitted by the settlement agent in accordance with the instructions in the form.

NSS 03: Participant/Settler Update Form (PDF)
The Participant/Settler Update Form is used by a settlement agent to request additions, updates, and deletions of participant/settler relationships in a settlement arrangement profile. This form should be used whenever changes to settlement arrangement relationships are needed. The form must be submitted by the settlement agent in accordance with the instructions in the form.

NSS 04: Agent Contact Information Form (PDF)
The Agent Contact Information Form is used by a settlement agent to add, update, or delete the contact information of settlement agent staff authorized as contacts for all NSS-related operational matters relating to the settlement agent and the settlement arrangement(s) for which it has been designated to act as agent. The Agent Contact Information Form must be submitted by the settlement agent in accordance with the instructions in the form.
