Access to Treasury Services

Treasury Services can be accessed from any Internet-based PC.

Bank Management Service (BMS)

The legacy Bank Management Service (BMS) is a module of the Federal Reserve Banks’ Customer Accounts Receivable System (CARS) that allows the U.S. Treasury’s Bureau of the Fiscal Service to reimburse designated financial agents by collecting, analyzing and approving expense information.

Notice of Upcoming Changes

The Department of the Treasury, Bureau of the Fiscal Service, will deploy the new Bank Management System (BMS) 1.0 application in August 2016. This application will replace the legacy CARS/BMS application in use today. There will be a change in FedLine Web access as a result of the new BMS 1.0 application. Once the new BMS 1.0 application is implemented, Subscribers will no longer access the legacy BMS application using the FedLine Web® access solution as they currently do.

Important Dates

End User Authorization Contacts (EUACs) should be aware of the following dates:

  • June 20, 2016: EUACs will no longer be able to add Subscribers to the legacy BMS application. However, EUACs will still be able to remove BMS access levels from Subscriber credentials via the EUAC Center in FedLine Home.
  • August 1, 2016: The new BMS 1.0 application will be implemented. Access to the legacy BMS application via the FedLine Web access solution will be discontinued and Subscribers will no longer log on from the Access Treasury page.
  • August 22, 2016: The ability to remove BMS access levels from Subscriber credentials via the EUAC Center in FedLine Home will be eliminated. Additionally, BMS access levels will no longer be presented in the Subscriber and Roles Report, which can be downloaded via the EUAC Center in FedLine Home.
