The Federal Reserve Banks serve as fiscal and depository agents for the United States Government. In this role, the Reserve Banks perform a variety of services for the Treasury Department, other Federal Agencies and government-sponsored enterprises.

The legacy Bank Management Service (BMS) is a module of the Federal Reserve Banks’ Customer Accounts Receivable System (CARS) that allows the U.S. Treasury’s Bureau of the Fiscal Service to reimburse designated financial agents by collecting, analyzing and approving expense information.
The Department of the Treasury, Bureau of the Fiscal Service, will deploy the new Bank Management System (BMS) 1.0 application in August 2016. This application will replace the legacy CARS/BMS application in use today. There will be a change in FedLine Web access as a result of the new BMS 1.0 application. Once the new BMS 1.0 application is implemented, Subscribers will no longer access the legacy BMS application using the FedLine Web® access solution as they currently do.
