The following resources provide detailed operational guidelines to issuing and paying agents of U.S. Savings Bonds, including:
Savings Bonds Direct (SBD) gives savings bond agents the ability to order Series EE and Series I savings bonds electronically using a secure (encrypted) Internet application. Benefits of using an electronic connection include reliable and faster delivery of orders to the Treasury Retail Securities Sites. Savings Bonds Direct provides an additional timesaving feature for ordering savings bonds: you can set up a customer profile for those who frequently request savings bonds so each order only requires a new date to be entered. The user guide for using SBD is available to credentialed users within the SBD application at www.savingsbondsdirect.gov. (Off-site Link)
More Information about getting started with Savings Bonds Direct can be found on Becoming an Issuing and Paying Agent.
The Treasury Retail Securities Sites offer a free, user-friendly software package that lets you order savings bonds on any PC with the Microsoft Windows operating system. Simply save the order file on a diskette or CD and mail it to us.
If you use Savings Bonds Direct or a mainframe-to-mainframe connection, you can prepare the order on any PC with Windows and transmit the file over Savings Bonds Direct or a mainframe-to-mainframe connection. To order PCRDS32 for Windows, call your Treasury Retail Securities Site or download the software here (Off-site Link). You can also download the PCRDS 32 User Guide (Off-site Link, PDF) which gives detailed installation and operation instructions for PCRDS 32.
Savings Bond Pro is an electronic interactive software system for processing U.S. Savings Bonds that is free to all agents. It is a Windows-based application that runs on a Windows 95 or higher operating system. Savings Bond Pro can be used to issue savings bonds, price savings bonds, reprint receipts, edit transactions, summarize transactions, download new values and print redemption tables. Savings Bond Pro reduces improper payments by allowing you to use a bond's serial number to determine if it has been reported to the Treasury as lost, stolen, destroyed or if the customer reported never receiving the bond. If your PC has the Microsoft Windows operating system, Savings Bond Pro software can be used to calculate redemption values.
To order a free copy of Savings Bond Pro, contact the Bureau of the Public Debt by phone (304) 480-6888 or e-mail bondpro@bpd.treas.gov.
The Guide to Cashing Savings Bonds (PD P 0022) outlines your responsibilities and liability as a qualified agent for redeeming savings bonds. The guide includes the three basic types of identification you can request from customers redeeming savings bonds, as well as examples of acceptable identification.
Using the guide in conjunction with Savings Bond Pro® software will help you avoid errors and potential financial loss for your institution. Your institution may order unlimited quantities of this guide free of charge from your Treasury Retail Securities Site
The Circular 888 stamp helps you provide fast service to customers who redeem large quantities of savings bonds. Instead of the customer signing each savings bond, your institution stamps the back of each bond with the Circular 888 stamp.
Circular 888 stamps are available only to qualified paying agents. The first stamp is available at no charge. If you are interested, please contact your Treasury Retail Securities Site.
